Unpopular: most "flaky tests" are honest tests of a flaky system

I tracked 40 flaky tests over two weeks. 31 were real race conditions in the product, not the test. We keep calling the smoke detector noisy while the kitchen is on fire.

Seen this on-call. The "flaky" alert was the only thing that caught a real deadlock before customers did.
